The HOA met 4/24 at 11:00am

CALL TO ORDER – President Dee Parker called the meeting to order – Dee welcomed the members and made introductions for those at the meeting for the first time. Dee asked for a reading of the last meeting’s report.

MINUTES FROM LAST MEETING – Secretary Art Keller read the minutes of the previous meeting.

FINANCIAL REPORT – Treasurer Henry Bornstein presented the finances as of 4/24/15.

A motion to accept the financial report was seconded and passed by members.

OLD BUSINESS – Dee suggested that the letters to listing agents of properties for sale might be assigned to Carolynn Jarrett to lighten Henry’s work load. The letters notify the agents that Highlands Harbor has CC&R’s that prohibit properties from being used as vacation rentals. Dee reminded the members that the Sago Pond Weed permit was still in force and that homeowners needed to remove the weed from their properties.

NEIGHBORHOOD STREET PAVING PROPOSAL – Dee called on Ray Silva, the paving project representative, to update the members on the negotiations with the City of Clearlake. Ray reported that the City Manager said the City wanted Highlands Harbor to bear the full cost of the road work. In addition, the City Manager said that he wanted our assessment district to include the Village and Bella Laguna.

Ray further reported that he had met and had discussions with everyone in the City and County that might have some impact on our proposal to repair and pave our streets. The list of those contacted include: Russ Perdock – Councilman, Chris Becknell, Doug Herron – Public Words Director, Jim Comstock – County Supervisor, Jeff Smith – District Representative, Denise Lustilow – Councilman/Mayor, Bruno Sabattier, Jeanna Dixon, and Scott DeLeone.

To a person, Ray noted that he was stonewalled, told there was no money available, and that none of the people on the list offered any help. After a short discussion, Ray excused himself from the meeting to attend another appointment.

Henry reminded the members that negotiations with bureaucratic entities takes time and that a year of negotiating is common. Henry stated that it was necessary to get the City to respond to our proposal in writing to move the negotiation forward. To that end, Vice President Mike Boskovich agreed to meet with Ray to write a letter to the City.

NEW BUSINESS – Dee noted that there was a misplaced buoy by her house. Mike volunteered to put it in a proper place.

Dee reported that there is a problem with feral cats on our streets. She reminded the members that the cats should not be fed. Henry reported that he had trapped and spayed 20 plus cats on his street. Dee asked that the members spread the word about not feeding the cats.

Dee reminded the members that key exchanges and having phone numbers of our weekender neighbors helps to monitor the safety and condition of our properties.
